Subject: Request for looking into espionage activities

Dear Attorney General Lucien Wong,

1. I refer to my email dated Feb 19, 2018 to PM Lee Hsien Loong and my email dated Nov 17, 2018 to Minister for Home Affairs K. Shanmugam. While I repeatedly complained in these emails about the espionage activities against me, the government has so far kept silent about whether it is responsible for these activities.

2. It is difficult to uncover espionage activities. In this email, I would request Attorney General to direct the police to look into 3 cases of espionage activities.

Chen’s spy activities (Police report: G/20181214/7029)
3. On Sep 21, I moved into an HDB flat located at Tampines (BLK 279, #10-220, Tampines Street 22, Singapore 520279). On Oct 9, a Chinese migrate worker Chen moved into the flat and shared a common bed room with me. On Nov 16, after came back to the flat at 10:00pm from Tampines Hub, I found that someone had accessed my laptop. It was evident to me that Chen had copied my data to find out how much I knew about the government’s espionage activities.

4.On Nov 17, I wrote to the Minister for Home Affairs and complained about Chen’s action in the email. In the morning of early Nov 19 before 6am, Chen took my laptop against and changed one of the two passwords I set up for the laptop. On Nov 24, I indicated to all tenants that Chen was an amateur undercover agent from the government and I would take action soon. In early December, I clearly said so to all tenants. Chen didn’t deny my spy allegations against him.

The NTUC tenant’s spy activities (Police report: G/20181210/2076; Magistrate Complaint: MJ 005)
5.On Oct 30, a Chinese migrate worker who worked in NTUC FairPrice at Expo moved into the master bed room of the flat. On Nov 21, I moved to the master bed room to stay away from Chen. On Nov 25, this NTUC tenant broke into the toilet of the master bed room when I was using it. It was clear to me that he was desperately to find out what I was doing in the toilet. On Dec 10, I made a police report against this NTUC tenant and filed a magistrate complaint of criminal harassment on Dec 13.

Spy activities by Mandarin Self-Storage
6.On Dec 13, one day before the end of my contract, I went to Mandarin Self-Storage to extend my contract for two more months. Front desk officers there arbitrarily rejected my request on the grounds that the monthly rent was $53.60 but not a discount rate of $42.88. On Sep 20, the management clearly explained to me that the only reason that they didn’t extend my contract at a rate of $42.88 was that I didn’t pay the late fees.

7.On Dec 14, April Tham from the company informed me by email that “Kindly be informed that the previous discount offered had ended. We are pleased to offer you our latest prepayment plans:3 months - 5%, 6 months - 8%.” I think it will be more straightforward if April Tham asks me when I protest again at Raffles Place.

My requests
8.With regard to the espionage activities conducted in the above mentioned HDB flat, I would request that AG direct the police to investigate Chen and the NTUC tenant.

9. In addition, the police need to get each tenant’s personal information such as their names, work permit numbers and passport numbers because some of them most likely have helped these two agents. On Dec 11, the landlord suddenly announced that he had ended his contract with the owner of the flat with effect from Jan 1, 2019 so all tenants must move out by the end of this year.

10.With regard to the espionage activities conducted in Mandarin Self-Storage, I think the police need to look into this matter and take a formal statement from the company about their response to my allegations of their spy activities.

11.As for the rest of the espionage activities, I will write in to the PM office for explanations later on. It is clear to me that the government has put me under 24-hour surveillance. Christmas is coming and it is time for people to walk around. I don't want to encounter any accident.

12. Thank you. I am looking forward to hearing from you soon.

Regards,

Yan Jun
