Dear Mdm Surinnah Ithnin,

 

I refer to your email dated Sep 25, 2025 regarding my application for a new IC.

 

ICA’s position

You made it clear that more documents are required for ICA to consider my appeal for the waiver of the replacement fee. However, ICA informed me in an email date Sep 16, 2024 that “Upon reviewing our records, we found that a letter was sent to you on 14 May 2020, informing you of the successful appeal for the fee waiver to replace your IC. Since we did not receive any further communication from you following this letter, the case was subsequently closed.”

 

On Sep 18, 2024,  I pointed out the flaws in this Sep 16 email that ICA has a duty to provide a valid IC to any Singapore citizen because a Singapore citizen is required by law to carry an IC with him or her at all time. As for an application for a replacement of a stolen IC, ICA made it clear in its email to me dated Mar 24, 2024 that

3 (c.) IC replacement fee ($100 for the first loss and $300 for second and subsequent losses) payable by Nets; and

4.  If you wish to appeal for the wavier of the replacement fee, you may wish to confirm with us through this email that you would like to appeal for a waiver;

 

My position

It is self-evident that ICA is unwilling to issue an IC and/or a passport to me so the news of the murder of Pope Francis and 2 other conspiracies cannot be exposed to the world. No one can deny that I am a lawful Singapore citizen at this moment. I have decided not to apply for any wavier of the cost so ICA can charge me $360 or even more for a replacement IC. The whole world will see the receipt.

 

The loss of my IC was recorded in police report G201902127013. I have already attached the police report to this email.

 

I have decided to go to ICA either today or tomorrow to apply for an IC and a passport by submitting my IC photo.
