Subject: RE: IC replacement YAN JUN Sxxx4361I (The homeless people's address)

Dear Mr. Irwan Bin Salim,

I refer to you email reply dated Sep 16, 2024 with regard to ICA’s decision to close my appeal.

The flaw in your reasoning

I do NOT agree with you about the reason to close my case. First of all, every Singapore citizen is required by law to carry his or her IC all the time for identification purposes. ICA was fully aware that I didn’t have a valid IC at the time so had an obligation to issue a valid IC to me as soon as possible. ICA’s decision to close the case was illegal because it had violated ICA’s obligation to issue an IC to me upon application.

The issue of my residential address

After spending most of the past 5 years in Changi Prion, I don’t have any permanent residential address now. I believe that ICA has already dealt with the homeless people’s applications for NRIC cards so can easily handle the issue of the homeless peoples’ address. ICA can choose either not to update my mailing address or to change it to Changi Prison (984 Upper Changi Road North, Singapore 506969).

I hope ICA can issue a valid IC to me within 7 days after receiving my ID photos. I have already informed SM Lee Hsien Loong that I have every intention of leaving this country but as long as I am in Singapore, I have every right to apply for a valid IC and a passport.

Please let me know the address to be shown on my IC. I am going to submit my ID photos to ICA very soon.

Thank you.

Dear Mr Yang Jun

We refer to your email on 06 September 2024.

Upon reviewing our records, we found that a letter was sent to you on 14 May 2020, informing you of the successful appeal for the fee waiver to replace your IC. Since we did not receive any further communication from you following this letter, the case was subsequently closed.

Please be informed that we will initiate a fresh appeal on your behalf. You will receive a separate notification once there are any updates regarding this new appeal.

Note: Kallang Walk is closed for construction works from 19 Nov 2020. Customers visiting the ICA Building can alight at the pick-up/drop-off bay relocated along Kallang Road. As there are limited parking facilities in the vicinity of ICA Building, customers are encouraged to take public transport when they visit ICA.

Best regards

Subject: IC replacement

Dear ICA,

I refer to my email dated Apr 15, 2020 to ICA regarding my application for an IC replacement.

The facts

On Mar 19, 2020, I emailed ICA for the procedure to apply for an IC replacement after one’s IC was stolen and attached to it my police report (G/20190212/7013). On Mar 24, ICA informed me of the procedure and asked for my intention to apply for a fee waiver. After I replied on the same day, ICA emailed me on Mar 27 that  “we will inform you of the outcome in due course.”

On Apr 6, I raised the issue of the IC replacement to Minister K Shamugan. On Apr 7, ICA replied to me 7 that “Please be assured that the relevant work unit is looking into your appeal and will update you once there is an outcome”. On Apr 14, I questioned ICA in an email for “the legal basis for the ICA’s decision to assess an applicant’s financial condition if he is a victim of a theft case.” On Apr 15, Lai Yee Wah of ICA informed me that "we have already redirected your feedback to the relevant work unit for their consideration on your appeal." I replied on the same day and attached the soft copy of my supporting documents to my email.

I haven’t received any reply from ICA since Apr 15, 2020.

The problems

On Aug 31, 2024, customer service manager Richard Tan in OCBC Tampines branch wouldn’t issue even an ATM card to me on the ground that I didn’t have an valid IC and my passport had already expired.

According to Singtel Tampines branch, a Singapore citizen must produce his or her valid IC for verification purposes to purchase a prepaid sim card and the passport couldn’t be accepted. Singtel did accept the purchase of a prepaid sim card by using one’s Singpass app set up on a mobile phone. However, they also admitted that setting up a Singpass app on a mobile phone requires a sim card to accept the confirmation message sent from CPF Board. So no IC, no sim card, and no use of Singpass app.

In Clementi ACTIVESG Sports Center, Senior Guest officer Farhare insisted that Singpass app on a client’s mobile phone was a must for this person to buy a pass. If a Singapore citizen has only a valid identity and cash, he or she will not be allowed to use sports facilities.

My requests

I would appreciate it if ICA informs me how to apply for an IC and a passport. I am temporarily living in NUS so don’t have a valid mailing address. I believe that the GE will be called in September this year so please process my application for a replacement IC at your earliest convenience.

I also appreciate it if OCBC, Singtel and SG Active can pay attention to this email.

Thank you.

Regards,

Yan Jun
