I set out 5 official reports on my mental state made by Institute of
Mental Health (IMH) from 2016 to 2020. Several other reports made by IMH
doctors are also included. Dr. Dhanesh Kumar wouldn’t give any report to
justify his diagnosis.
While IMH doctors have given opposing diagnoses, IMH has persistently
refused to justify this inconsistency. On Aug 13, 2019, Dr. Jared Ng of
IMH explained to me that a person’s mental state could fluctuate so the
inconsistency could only be settled by a new mental assessment (See Abuse
of psychiatry in IMH and Changi Prison).
Psychiatrists in Changi Prison such as Dr. Jacob Rajesh, Dr. Lim Chee Min
and Dr. Ken Ung saw me as a patient but persistently
refused to provide me with any written report to justify their diagnosis.
Dr. Derrick Yeo of IMH was the only psychiatrist who testified in person
before the court. In response to my repeated allegations that Singapore legal
system was totally corrupt, Dr. Yeo clearly and unambiguously informed the
court on Jan 19, 2021 that my allegations were not based on a delusion.

* This report was a fake report prepared by Dr. Kenneth Koh because IMH used chemical restraint on me on Apr 19, 2016 after Dr. Kenneth Koh diagnosed as a person of sound mind on the same day. I only received the PDF of this report in 2017. However, DPP G Kannan read Dr. Koh’s report in the hearing on Apr 28, 2016 so I remembered the contents of the report clearly. On Jul 7, 2016, I put up a blog post entitled Torture in the Institute of Mental Health (IMH) and mentioned the use of medical restraints (See para 11-12). It is evident to me that Dr. Kenneth Koh prepared this report based on my blog post.
** In sharp contrast to all previous reports, Dr. Kenneth Koh’s certificate and diagnosis were not certified with a psychiatrist’s stamp bearing his MCR number. It was evident that the certificate and the diagnosis were prepared by the Prosecution but not Dr. Kenneth Koh,
On Jan 3, 2018, I emailed the State Courts for the transcript of the
recording of the hearing on April 28, 2016, and they replied me on Oct 8, 2018
that the Court has approved your request for the court transcript dated 28 Apr
2016 Finally, I received a Note of Evidence NE
- SC-903900-2016 but not a transcript of the hearing. The note
of evidence was useless.
