Subject: IC replacement
Dear ICA,
I refer to my
email dated Apr 15, 2020 to ICA regarding
my application for an IC replacement.
The facts
On Mar 19, 2020, I emailed ICA
for the procedure to apply for an IC replacement after one’s IC was stolen and
attached to it my police report (G/20190212/7013). On Mar 24, ICA informed me of the procedure and asked for my
intention to apply for a fee waiver. After I replied on the same day, ICA
emailed me on Mar 27 that “we will inform you of the outcome in due
course.”
On Apr 6, I raised the issue of the IC replacement to Minister
K Shamugan. On Apr 7, ICA replied to me 7 that “Please be assured that the
relevant work unit is looking into your appeal and will update you once there
is an outcome”. On Apr 14, I questioned ICA in an email for “the legal basis
for the ICA’s decision to assess an applicant’s financial condition if he is a
victim of a theft case.” On Apr 15, Lai Yee Wah of ICA informed me that
"we have already redirected your feedback to the relevant work unit for
their consideration on your appeal." I replied on the same day and
attached the soft copy of my supporting documents to my email.
I haven’t received
any reply from ICA since Apr 15, 2020.
The problems
On Aug 31, 2024,
customer service manager Richard Tan in OCBC Tampines branch wouldn’t issue
even an ATM card to me on the ground that I didn’t have an valid IC and my
passport had already expired.
According to
Singtel Tampines branch, a Singapore citizen must produce his or her valid IC
for verification purposes to purchase a prepaid sim card and the passport
couldn’t be accepted. Singtel did accept the purchase of a prepaid sim card by
using one’s Singpass app set up on a mobile phone. However, they also admitted
that setting up a Singpass app on a mobile phone requires a sim card to accept
the confirmation message sent from CPF Board. So no IC, no sim card, and no use
of Singpass app.
In Clementi
ACTIVESG Sports Center, Senior Guest officer Farhare insisted that Singpass app
on a client’s mobile phone was a must for this person to buy a pass. If a
Singapore citizen has only a valid identity and cash, he or she will not be
allowed to use sports facilities.
My requests
I would appreciate
it if ICA informs me how to apply for an IC and a passport. I am temporarily
living in NUS so don’t have a valid mailing address. I believe that the GE will
be called in September this year so please process my application for a replacement
IC at your earliest convenience.
I also appreciate
it if OCBC, Singtel and SG Active can pay attention to this email.
